16 April – Day of the Constitution and the Lawyer
We are pleased to congratulate all our colleagues, Bulgarian lawyers with the Day of the Constitution and the Lawyer on behalf of Dobrev & Lyutskanov Law Firm.
The Constituent Assembly held in Veliko Turnovo (10 February 1879 – 16 April 1879) passed Bulgaria’s first constitution, the Turnovo Constitution (the official name was “Constitution of the Bulgarian Principality”). The enactment of the Constitution on 16 April 1879 set the beginning of constitutionalism and rule of law in Bulgaria. The Constitution proclaimed the Third Bulgarian State to be a constitutional monarchy with a unicameral parliament. The Bulgarian fundamental law envisaged separation of the three powers, legislative, executive and judiciary. Until 1991, the Day of the Constitution and the Lawyer was celebrated on 4 December in accordance with Decision No. 38/1979 of the Bureau of the Council of Ministers. The date was shifted to 16 April at the initiative of the Union of Lawyers in Bulgaria and upon Decision No. 56/12 March 1991 and Decision No. 879/16 December 2010 of the Council of Ministers.
